The parts that overlap are the Sector part, where at least one row of sectors from room A overlap a row (or part of a row) of *visible*, inside floor tile and one row of room B does the same to a row (or part thereof) of visible, inside floor tile.
What does not overlap are the inside parts, the actual walkable floors.
For vertical portal, it is enought that floor of upper room and ceiling of lower room be at the exact same altitude.
